We have heard reports about this, but we have not managed to track down why Idle handlers are not invoked on Win32 with Gtk#. We have heard the report on and off, but we assumed this was fixed in recent versions of Gtk# Apparently the Idle handler support in Gtk+/win32 is not the one to blame, that one works just fine. So it must be something we are doing in Gtk#. Now, the latest version of Gtk# 2 uses Timeouts instead of idle handlers that will trigger the method immediately instead of the idle time.
