#1119: implementation of onToggled for CellRendererToggle

 Unless I'm being unusually dim, with 0.9.12.1 you can display a
 CellRendererToggle, but not interact with it, since there is no onToggled
 method. The attached patch implements onToggled and afterToggled.

 Warning: I am not a gtk2hs guru, and this patch should not be blindly
 applied! It works for me, but someone with a better grasp of the code
 needs to check that this is sane.
