Yes, I think so. For instance, Chinese visitors should see the Chinese translation of this page automatically: http://library.gnome.org/misc/release-notes/2.30/ That works by recognizing the language that the browser requests, which is usually based on the user's general locale on the computer. It's not location-aware. This is only for the "Programming with gtkmm book".
