Look at documentation for Gtk::Settings and its properties :gtk-theme-name and :gtk-prefer-dark-theme, and try using them to set the win32 theme. You may find it's unmaintained and buggy though.
You can do custom theming; search for Gtk::StyleContext, Gtk::CssProvider, etc.
