It's probably not balance since the speeds are low
and, I'm assuming, there is no great vibration @ high
speed.  How big is your flat spot on the rear tire?
If tires are new, check swingarm play.  Strangely
enough, the least likely is the front stuff, but you
still need to check play up there too...
