EPROM is electrically Programmable Read Only memory.
  You can program it one time, and it keeps the program even with no power.
At one time you could get EPROM burners for about $200-300 to work with a
PC.
EEPROM is "erasable" EPROM.  I think exposure to ultra-violet light erases
it.

  They can hold anywhere from 64k to about a few MB of memory.   These PROMs
hold the program that runs the ECU.  In essence, the ECU's are small
computers and they boot from that PROM chip.  If you can figure out how the
program is coded, such as where the fuel and ignition maps are stored, you
can change the program and burn a new chip.
