Interesting. I was about the send mail on the same subject last week, but I
fixed my clock.
Symptom:
bike parked during really, really heavy rain (southern West
Virginia floods 2 weeks ago)
after the rain, the clock read 1:00
I pressed the minutes button once, and the clock began
continuiously changing the minutes value every second
I pressed the hours button, and every segment of the LCD was
active simultaneously.
Actions:
I tried pulling the fuse...I'd have the same problems when
trying to set the time after returning the fuse.
Resolution:
The rubber "boot" around the minutes button was worn, and
was holding the button in the pressed state after a single
push. I removed the square rubber bit, leaving just the rubber-
covered button. It works fine now.

Hmmm...that's different.
Try a bit of contact cleaner.
Make sure the fuse is good, and making good contact (clean the fuse holder with
a small wire brush).
