Sounds like loose steering head bearings to me .

Non manual way .
Loosen the crown nut and pinch bolts , then adjust the 2 ring nuts under the
steering head , tap them round together using a large flat blade screw
driver , placed in the slots of both nuts at the same time , tap them round
to the left ( clock wise ) this is a quick way to do it .
Do small amounts at a time then retighten the crown nut ( to the torque
setting ) and check for play .

Do it the correct way as laid down in the manual under Service of components
, steering head and handle bar .
==========================================


If you do not have a ring nut wrench as in the manual , wrap a small rag
around the lower of the two nuts ( to protect your hand ) and then tighten
by hand until firm , this should be some where quite close to the right
setting ( do not do it this way when changing steering head bearings ).

While you've got the steering head off you could regrease it if it needs it
