Dreaded Thread - Surging

All Technicians:

I have balanced the throttle bodies, adjusted the ECU pots to 2.0 - 2.2 CO
using Gas Tester (at each exhaust port), set the TPS at 0.625v and still
experience poor performance.  Given the way the injection system is supposed
to function I have been wondering if the fuel pressure regulator or fuel
pressure sensor could be the real problem.  Has anyone experienced problems
with the regulator or sensor?
