You can do a targeted search on Romantic restaurants.
If your going to be dining in the San Jose area there's a French restuarant
(La Foret) that comes to mind. It's off the beaten path in New Almaden.
There's also La Fondue in Saratoga which is quite popular, don't know if it
qualifies as romantic, but I hear it's quite good...you probably wouldn't
even be able to get in there.
