The highest probability is that your hydraulic unit has stuck valves.
The ABS
functions at any speed above 5 MPH. The reason for the failure, if this
is
the case, is lack of changing the brake fluid often enough. Glycol brake
fluid
has the ability to attract moisture through the rubber brake hoses,
therefore
requiring annual maintenance especially in humid conditions.

function.
