I would argue that earplugs are a necessity ALL the time if you want to
protect your hearing.  It is the low frequency wind noise which:

1. tires you out over the ride, and
2. deafens you, so

reducing it to a fractional level of it's normal frequency is a VERY GOOD
idea.  I have found that since I started wearing earplugs...about 3-4 years
ago, I can hear much better than I can without them when at speed.  They
certainly make a big difference in listening to music through helmet
speakers.  The volume isn't as loud and the sound is actually better,
because you have filtered out the wind noise.  Reducing the turbulence
around the helmet helps, by either lowering or raising the windscreen and
hence the turbulence free envelop that we have to ride in, but nothing does
the job quite as well as a good pair of ear plugs.
