The card I have from this Insurance CO says:

Visitors to the northern part of Baja Calif for a stay of 72 hours or less do
not need passports or tourist cards. However, if you plan to stay longer or
to go south of Maneadero, you should obtain a Tourist Card.
Tourist cards are issued on an individual basis regardless of age.  You do
not require a car permit in Baja, only on the mainland.
Proof of ownership, such as title, registration or notarized bill of sale is
required in issuing car permits.

I think the www. address will answer all your questions.
