Yes, that sounds correct. The directions split the airport train into 2 legs... If you are willing to wait an extra 15-20 minutes you can catch a direct train to either Den Haag Central Station (CS) or Hollands Spoor (HS).
Hotel Mercure is located on Spui road, squarely in the center of town. It is easy walking distance from CS, but indeed you need a tram from HS.
