I've been trying to use TextSecure encrypted texts without any internet service at all. It does not seem to be possible if you follow the default setup while connected to wifi, which sets up the internet-based "push messaging". On both devices, I have now gone into the Settings, and unchecked "Push messages", and now only one device can text the other. The other always gets "error sending message".
