The subject says it all ... with Xcode 7, Apple also introduced the
concept
of free personal developer accounts.

Basically, if you have an Apple ID you can login to developer.apple.com
to
grab Xcode 7 (beta) on either 10.10 or 10.11 and without paying the
usual
$99 you can develop and run apps on your personal iOS devices. This is
fantastic news for contributors not currently part of a iOS developer
team.

I'm looking for a volunteer to give this a try and let us know if this
is
properly written, if any steps are missing, etc.

Ideally someone with no prior access to the paid developer accounts.
