If there is no usage, Tor will tear down circuits, and idle in the background. However, in some cases, there is still too much data usage overall, especially for people on pay-as-you-go plans. We are in severe need of a person just focused on our public facing content. There is a tiny bit more content here of the technical sort: https://gitweb.torproject.org/orbot.git but I completely agree that spending time writing a clear spec, especially as we lay out this new roadmap, makes a great deal of sense.
