@David, I really have no guess. I wish we could tell more, and this is definitely something we will be working with on with the Tor metrics team. Otherwise, I can say there are regular support emails from users in China, so it does appear to work when configured properly with bridges. I will check Google Play to see if they do offer any statistics for China. Sometimes they pop-up, and I assume, it is users connecting to it via VPN, from devices they purchased in HK or abroad, or otherwise flashed Google Play onto.
