Another reason for the language picker is in the case where someone's phone is in a language that is not supported by the app, and the user would prefer another language besides English. For example, the phone is in Kazakh and the user chooses Russian over English.
Android should handle this but it doesn't. Other OSes do, as well as browsers, by allowing the user to set a list of languages ordered by preference.
