The idea is that you could remotely trigger that panic state, by using an authorized tor client somewhere and a browser. This way, as Vanitas said, you or anyone authorized, could trigger the deletion, etc if you phone is lost or taken.
Obviously an advanced feature, but definitely much more secure than allowing a remote SMS message to be the trigger, or somehow relying on a Google Cloud push message.
