In that issue, you state:

However, neither "Developer options" nor networked adb are available
unless the Chrome OS device is in developer mode (which, as you point
out, is impractical for non-developers).

What you want is for "Unknown sources" to be available in general, at
least in the Android 8.0 form (per-installer configuration).
