Built in NTP template opens up wrong port

Bug description:
I attempted to use a preconfigured rule/setting for NTP. It instead
opened up UDP port 631 which is used by CUPS. I was expecting it to
open up UDP port 123 instead which is what the default ntpd service is
using (At least on Ubuntu).
