Sounds reasonable to aim for 2.2.1 instead of 2.2.

As for copyright assignment, that is assumed (it is a GNU package with
copyright assigned to FSF, so assignment is required for anything more than
10 lines), though I have yet to sign a document assigning it. So I do need
the stuff to sign to properly assign it. I was planning on needing to sign
it (another reason getting it into 2.2 might not be tenable).
