Guile doesn't have a formalised code of conduct, but that doesn't mean all is acceptable. Non-hypothetically, I'd hope you agree the following are bad

1. presuming entitlement to others' time (especially in the case where
   you request them to do something you are slow at, and already took a
   long time to do something else)
2. in the face of evidence to the contrary of some claim, ignore that
   evidence as if it didn't happen and re-iterate that claim (without
   any attempt at all to disprove the evidence)
3. claiming someone else is bad for not acquiescing to (1)
4. claiming someone else (X) wasted their (Y) time -- despite (1),
   despite Y requesting quality, and despite X spending a lot of time
   on something for Y
5. not realizing the hypocrisy
6. keeping digging deeper

Considering the above, and that this individual has already been warned about unacceptable for their unacceptable behaviour in the past, with no sign of improvement and with disagreement on the acceptability, it seems time for more definite measures, yet there isn't a clear point of contact for such matters.
