Initially it’s just an oversight. For now, you can figure it out by browsing boot-9.scm (which is admittedly suboptimal; patches welcome!) Nowadays, as Guile moves toward ahead-of-time compilation, there may be an incentive to keep some of the module API internal, I think. Thanks, Ludo’.
