How does it fail?

If you run "guix pull" and then immediately try to build software,
you'll likely need to build some software from source, since substitutes
won't be available yet.

What you're asking for is basically "Guix channels".  It doesn't
currently exist for Guix.  This has been discussed in the past, and
multiple people would like to have it, but unfortunately nobody has
submitted any patches for it yet:
