Now sending a patch is supposed to imply agreeing to the equivalent of an EULA? Everyone is expected to welcome that as progress?

Again "... we as contributors and maintainers pledge ..." is bullshit. I pledged nothing. More pragmatic and truthful would be:

"The project owners expect everyone who contributes to the project by any means, or who communicates via any of the means that belong to the project, to stick to the rules below. Breaking the rules may lead to any of: a warning, rejection of contributions, a ban where and as far as possible."
