Since the upgrade Bioconductor 3.8 has been released, so the new archive
URL would now be:

   
https://bioconductor.org/packages/3.8/bioc/src/contrib/Archive/IRanges_2.14.12.tar.gz

(I still have the source tarball for this version from before the
upgrade to 3.8.)

Unfortunately, Bioconductor does not keep an archive, so this particular
version of IRanges has completely disappeared since the upgrade to
2.16.0.

I’ll upgrade all Bioconductor packages today.
