Oops the above works, I should have said:

guix system vm-image --target=i586-pc-gnu
gnu/system/examples/bare-hurd.tmpl
... etc
We can now, actually cross build using guix system build; but the
problem is in creating a VM with a cross-built system in it, as
described in that message.
