My point is more about this part:

"When consensus is reached on the creation of this team,"

AFAIU there is no "formal" step to determine when "consensus is reached". So I assume that if there are no opossing statements and I have the impression that consensus is reached, it is reached :-)

In practice, people started making pull requests instead, which is
probably fine too.  If there’s consensus, we should update this
sentence.

IMHO creating team should start on the mailinglist - pull-requests ofter slip through.
