It means everyone is supposed to submit changes in the form of a pull
request on Codeberg now.  We need to update this documentation, thanks
for bringing it up.

Now we’re nice people :-) so if someone emails guix-patches, one of us
will probably take care of it.  But it should be a rare exception.
