We have two alternatives here, given the unreliability of these git
repositories (caused by aggressive AI scrapers, by the way, at the
origin of our favourite LLM).

First, as you say, use Github mirrors to keep git fetching.

Second, revert to url-fetching tar.bz2 bundles (see guix/guix!9368).

I’d personally privilege first option. As dev.gnupg.org itself suggest
its use, I don’t expect any issue from this side over a long time
(not before a new AI thing pops up, at least).
