I think it’s mostly for collaboration, consistency, and to make sure all the packaging tools are available to all. Nix took a different approach: there are many “importers” developed independently (often called “*2nix”). The advantage is that developers of these tools are free to follow any approach they like; the downsides are that finding the right tool to import a package is more difficult, and each tool has its own interface.
