I agree the unclear status quo appears to be causing all sorts of grief, including the departure of long time contributors, which is a shame. This is why I'm proposing this minimal, hopefully non-controversial stop-gap solution with my co-maintainer's hat on. If someone is so inclined (to be clear: that won't be me), we could try fleshing it out again in a new GCD, but this simple change at least addresses the core thing from my perspective: safeguarding the clear license standing of the project.
