Eso lo hace pppd.
Lo que tiene que hacer es ver el archivo /etc/ppp/option
Despues busca algo que diga demand, y lo descomenta.

initially configure
# the interface and enable it for IP traffic without
connecting to the peer.

el idle 120, es para desconectar automaticamente
