Today's News........ Isidore Fernandes INC Poinguinim MLA resigns
 
In an expected development, the Indian National Congress MLA of Poinguinim in Canacona Taluka resigned as MLA  at forenoon today. This was confirmed to this writer in a teletalk with him this afternoon.

With this the strenght of the Indian National Congress now comes to 15 duly supported by 1 MLA of the NCP  Dr Wilfred De Souza and 1 MLA Mr. Francisco Pacheco  of the UGDP breakaway group.

On the BJP side the figure is now 19 besides the support of UGDP MLA Mr Mathany Saldanha  Mr Sudin Dhavlikar of the MGP and lone Independent member Mr  Filipe Neri Rodrigues.

There is yet another political upheaveal expected on the BJP side if the Vasco-da-Gama MLA and the BJP Goa Unit President Mr Arlekar is unseated following disposal of a petition by Supreme Court of holding public office at the time of the elections filed by the NCP .

However as things stand today there is reason for remorse on the INC side.  It is expected that the bye-elections caused by his resignation could be held alongwith the Assembly polls to five states but that is a remote posibility given the fact that the State machinery will be involved with the Exposition from November 21 to 2nd January 2005 and the forthcoming Film Festival IFFI.

It may be recalled that following the conclusion of the just concluded month long Assembly session  poaching of MLAs had begun in right earnest in both the INC and BJP camps.  But the CM  Mr Manohar Parrikar seems to have outwitted his political opponents and scored a point.

Last evening at a largely attended gathering in Canacona taluka inuagurating  a state of art Bus stand 2670 m2 area at a reduced cost of 2.7 crores from the estimated 2.8 crores with 24 shops bathrooms toilets for the commuters rest room for the conductors and drivers and well allocated parks for autorickshaws motorcycles etc in the presence of Mr Isidore Fernandes  and the Canacona MLA Mr Vijay Khot the CM assured the gathering that several of the development activities that had remained unattended will be executed in the next two months and gave the instance of the bus terminus which was completed in a record time of just 6 months. 

For the people of Canacona frequent power failures has caused concern and the Power Minister Mr Digamber Kamat state on the ocassion that "soon" there will be underground cables passing through the forest land so that the present power interruptions are checked.  In reality it is the power drawn by the Cuncolim Industrial Estate that has caused this problem. 

Another issue is the Galgibag and Talpona bridges which the CM promised to start by 19 December and have the same complete this would reduce the distance from Canacona to Margao by 12 kms
There is also a demand to start either shuttle service from Canacona to Margao Panaji or introduce semi express or express buses at peak hours to save the hardships of commuters which is worsened by the bus fare hike.

It is true that successive MLAs of Canacona and Poinguinim had taken their vote bank for granted and development took a back seat. With agriculure being abandoned most of the youth took up jobs in the police force or the Kadamba Transport Corporation or took to beach tourism which included every thing from shack management drug trafficking and paying guest accomodation in the prominent beaches of Palolem, Galgibaga and Agonda.  There is an industrial estate but  leaves much to be desired.  The schemes of the present BJP led coalition government however gave them some hope though many do not suscribe to the BJP RSS ideology for Canacona Taluka has been a cauldron of  communal harmony with  Hindus and Catholics living as brothers and sisters though economic considerations are slowly but surely causing skirmishes from time to time.

With the unsuccessful attempt of the INC to rake up any genuine issue to unseat the Parrikar led Government there are fears that the Mayem MLA  a theatre owner may succumb to the bonanza announced by the Parrikar government for improving theatres in Goa of which he has a sizable share and the other  is of ex Education and Transport Minister  Mr Subhash Shirodkar  from the Shiroda constituency who may be offered a BJP seat as a quid pro qua. It may be recalled that the Shiroda MLA has invariably faced stiff competion from the BJP almost reducing his victory margin and if he has to continue in politics an offer of   a BJP ticket may prove attractive.

The delimitation of constituencies based on the 2001 census of  India figures which are now out will see a reduced number of consitutencies in South Goa. While broadly the pattern will be to have assembly constituencies with the administrative taluka unit in the case of Canacona taluka from the existing two consitutencies  of Poinguinin * Canacona only one constituency will be carved after Gaondongirim and Cotigao Cola are put in Sanguem constituency.  It may be noted that with the recognition of STs by the Central Government it will now be andatory to have atleast seven seats for STs depending on the exact population.

Yet another development is the merging of Betalbatim to Loutolim Constituency in which case there may be reason for concern for Mr Francisco Pacheco (Micky) of Banaulim Assembly Coonstituency and a similar fate threatens Mr Filipe Neri Rodrigues who according to some reports has suddenly taken ill but is now well recuperating. In the delimitation his village Dramapur Sirlim may be moved to Navelim

All these apprehensions have also led to the change of political equations and for the common man he believes that Mr Parrikar should be allowed to complete the over 22 ongoing development actvities. In any case with the change in Government at the Centre sidelining the rightist Hindu fundamentalist party the communal threat has abated and therefore the genuine concern that the present Government in Goa should continue.

In the meanwhile it is the opinion of several voters that this writer has interacted with that the INC should do some soul searching and trash out the differences amongst them regarding the CM elect as this uncertainity has been the cause of the survival of the Parrikar government.
