Vocational education system will be reoriented: Mathur

Panaji Oct 8: The joint secretary (technical), Union ministry of human resource development, Mr Ravi Mathur said that the entire vocational education system in India which is being followed since 1988, would be reoriented with new ideas and programmes like the Canada India Institute-Industry Linkage Project (CIIILP) would provide these ideas.

Mr Mathur who was speaking during the inaugural session of the CIIILP Showcase 2004 - �Institute industry linkages in action�, inaugurated by the Chief Secretary, Mr D S Negi, at the National Institute of Oceanography (NIO), Dona Paula, today, said that the Central government would like to give boost to technical vocational education and certification.

�We have world class institutes like the Indian Institutes of Technology whose research is globally recognised, but there is a need for well trained work force,� he added.

Mr Mathur also said that if the money generated through the CIIILP programme is invested back in the training process, it would put less burden on the government. �The CIIILP would also help to develop methodology with close linkages to industry and in turn, develop educational system as demanded by the industries,� he noted.

Mr Negi, speaking on the occasion said that innovative schemes like Cyberage Scheme, Goa Scholars Scheme and Interest-free Loan Scheme, in the field of education, would attract technical and professional academic institutions to Goa.

�Programmes like the CIIILP not only support the field of higher education, but also results in cultural, geographical and historical exchanges between two countries,� he observed, adding that the congenial atmosphere in the state has resulted in new knowledge economy in the state.

The Canadian field officer and policy manager for India, Nepal and Sri Lanka, Mr Steve Rayfield said that the project does not have a recipient-donor countries format but is undertaken by two partners, India and Canada. He also said that the two countries share many values and beliefs and one of the founding principles shared by them is education.

Ms Sumeeta Bannerji representing the Canadian High Commission, Delhi, speaking on the occasion said that the Canadian International Development Agency (CIDA), a bilateral donor agency was instrumental in implementing the CIIILP project in India which involves private sector, government and educational institutions.

The representatives of the five states also delivered addresses about the activities of the Directorates of Technical Education in their states.

The project manager, Mr Claude Savoie compered, while the project director of the Association of Canadian Community Colleges, Mr Hussein Amery proposed the vote of thanks.

The CIIILP is a bilateral project between the governments of India and Canada founded with the aim of improving the quality of technical education in India. The project has 45 affiliated institutions in 5 western states of Goa, Chhattisgarh, Maharashtra, Gujarat and Madhya Pradesh.

The CIIILP Showcase 2004 will highlight the achievements of the project over the last 5 years and point out the ways to self-sustain the structures and policies implemented. The three-day event will focus on case studies from Madhya Pradesh and Chhattisgarh.

The event will have key-note address from prominent industrialists and educationists from the two countries. It will also include a workshop on competency base education and gender equality session. There will be exhibition of stalls featuring industry and institutions from the five states. The five Canadian collages which are establishing twinning relationships with Indian institutions will also be featured.
