PANAJI, NOVEMBER 1: Trust Goa�s politicians to find a loophole in a Constitutional amendment enacted to curb public spending. The tiny state, known for its politics of defection, has just discovered a way out of the Constitutional bar on jumbo Cabinets. 
Exploiting a loophole in the amendment which puts a limit on the size of the Cabinet in small states, CM Manohar Parrikar has inducted one more MLA into his Cabinet team. Goa has 40 MLAs and can have just 12 ministers. 










Despite all the berths being taken, Vinay Tendulkar was inducted as Parliamentary Secretary ��with full powers of a Cabinet minister��. Parrikar said Tendulkar will attend Cabinet meetings, have an office, a car with a beacon and a flat as allotted to Cabinet ministers. He will even be given charge of a ministry, to be decided at a later stage. 
��Only, he will not be allowed to take any independent decision and will have to consult the CM,�� said Parrikar. 
The Congress spokesperson termed the move as a violation of the Constitution. ��One must learn from Manohar Parrikar how to make a mockery of the Indian Constitution,�� said the spokesperson, Jeetendra Deshprabhu. 
Parrikar, however, denied that the move violated the Constitution. ��I have full powers to do this,�� he said. What�s more, the Chief Minister added that he can induct more parliamentary secretaries if required. 
Sources say, Tendulkar will be allotted the Forests Ministry, a post he has held before.
