Panaji Nov 15, 2004: The Aldona MLA and deputy leader of Opposition, Mr Dayanand Narvekar has mooted the idea of having a Penha-da-Franca/Porvorim development board to undertake the planned development of the Porvorim plateau and said the government should constitute such a board at the earliest.
Addressing a press conference, Mr Narvekar appealed to the government to grant an initial amount of Rs 15 crore to the development board. �You have already converted Porvorim into the capital city of Goa by shifting the government secretariat and assembly complex here. The full load is on Porvorim now. You have spent more then Rs 100 crore on the development of Panaji. Now you must spend a similar amount on Porvorim,� Mr Narvekar said.
He also said the development of an internal parralel road from the Porvorim police station to the Soccoro panchayat is one of the pressing needs of Porvorim. Likewise, another 10 metre wide bypass road that originates near the petrol pump and joins the main road near the hospital slope is already provided in the outline development plan and should be developed at the earliest.
Mr Narvekar said various estimates for repairs of roads (journalist colony roads, Rs 67 lakh), two water tanks at Abhinav colony and other estimates are ready but they are not getting financial sanction from the finance minister. He blamed the present government for neglecting proposals for Porvorim like the setting up of a health centre, expansion of the existing ground at Housing Board and diversion of the national highway along the Konkan Railway route.
Stating that planned development of the Porvorim plateau could never be achieved at the panchayat level, he said the development board would have the funds necessary for the work. He recommended that the board be on the lines as that of the development boards of New Delhi or Bangalore. Mr Narvekar admitted that his idea may not go well with some of the panchayats of the area as these bodies make their living out of the tax returns of the creamy areas. But in the long run these people should realise that in a democracy, people should be given justice and services they deserve, he said. �I want people to debate and discuss this idea so that we can come to a consensus on it,� Mr Narvekar added.
