Parrikar hits back at his IFFI accusers Your detractors point out to the huge difference in quoted rates of construction and actual rates of construction. Why did multiplex consultants who sent expressions of interest quote three times the amount they generally do?
The construction and equipping of the multiplex had to adhere to international standards laid down by the Directorate of Film Festivals. There are, for example, six projectors for a 4-screen multiplex. Two extra had to be provided one for showing 16mm festival films and one for digital films. A special room had to be provided which costs about Rs 40 lakh. Food and beverage equipment including ovens and freezers were installed, systems had to be set in place for online ticketing. The glass façade had to be erected so that the multiplex would not look ugly at the side of the beautiful heritage building. The glass reflects the heritage building and makes the ultra-modern structure look good too. Traditional juxtaposed with modern. This, the architect insisted on, and we were convinced it would be ideal. And it was beautiful. By itself the multiplex would have been an ugly grey block.
Every piece of fabric in the multiplex is of fire-retardant material which was imported from South Africa. The architect was angry with us for not installing skid-proof floor tiles because Westerners are too ready to sue if they hurt themselves. All procedures for an international venue have been followed. INOX can match the best in the world. The core committee was made up of 15 top people of the State chaired by the Chief Secretary and members of the present government.
Harish Zantye was upset about the short time given to multiplex operators to send in their expressions of interest. Why were just 7 working days given to the applicants?
Zantye is upset that the time limit for forwarding Expressions of Interest was only 7 working days, instead of 22 days. The logic is very simple. If a company cannot come forward with an _expression_ of Interest in seven days, thereÂ’s very little likelihood of them completing the job in six months. Of the five companies that bid, PVR Consultancy had been in the multiplex business for the last 7 years, they met with the required standards. BJP at the Centre were pressurising us to use PVR. INOX and Adlabs were the other two shortlisted. Shiv Sena was pressurising us to use Adlabs. No one pressured us to use INOX and their figures were acceptable to us. We had a target date. There is a 10 to 15 per cent increase in cost because three shifts of work-gangs have to be put into place. Night shift is more expensive. But money is saved by finishing the project faster.
Can you list any projects which suffered cost escalation due to delay in completion?
The Assembly Complex at Porvorim for instance has cost Rs 37 crore. It was planned at Rs 5 crore. When it was tendered it became Rs 15 crore, when it is finally complete I donÂ’t know how much it will cost. How did something which was tendered for Rs 15 crore, escalate to Rs 37 crore and is still climbing? Yet no one complains? How did the Selaulim project which was hardly Rs 6 to Rs 8 crore at the time of tendering finally finished at Rs 190 crore? And no questions asked? The Old Patto Bridge took eight years to complete. The original cost was envisaged at Rs 1.76 crore. Finally it has landed up with almost Rs 3 crore paid and it is still under arbitration.
What do you have to say about allegations that you have taken kickbacks for IFFI infrastructural works?
So many are accusing me of so many things, but no one has had the guts to indict me directly or point out the exact corruption. They have had so much time to check the files; to question people; to find any trace. Any theft or manipulation leaves traces, the Congress have enough experience in that. Kickbacks are only paid when entire payments are made to the consultants. The very fact that payments are still pending is enough proof that no kickbacks have been received. I am not worried, because the people are seeing the non-performance of the present government and are realizing the truth.
Why then do MLAs like Deshprabhu and Zantye openly allege corruption on your part?
This is an attempt to try to show that Parrikar is also like us (the Congress). They are dirty and they want to show that I am corrupt like them. The best way for them is to drag me down to their level on a publicity campaign. On five occasions I have told the government to form a committee or give it to the CBI. I wish they would get in there and work better than I, instead of making wild accusations to cover up their non-performance as a government.
Totally true, in fact usually when a person doesn't have the courage to take a stance, what they are standing for is undoubtedly false. It definitely feels as if the current govt is just jumping all over the place with innuendo but I don't see much performance yet.
