Dears, I am forwarding the text of the proposal placed by Fr. Pratap Naik,sj, a friend and researcher on Konkani based at TSKK/XCHR, Porvorim-Goa. He is well versed in Devnagri, Romi and Kannada script Konkani. The idea of a Romi Konkani periodical, independent of the Catholic church label, is needed to promote discussion and exchange of information among konkani speakers from all sections of the society. We have been toying with this idea in different fora. Mr. Fausto D'Costa [ editor and publisher of 'Gulab' and 'Goan Review' magazines after the sudden death of his well-known brother, Fr.Freddy D'Costa] has even offered the registered periodical "Goencho Avaz" as the vehicle to carry out this work. Mr. Tomazinho Cardoz [former Speaker of Goa Assembly and Headmaster in DSE schools for three decades] has offered his services. I am committed to it as is Fr.Pratap. We need to set up a marketing and circulation policy and move on. Will some NRIs agree to contribute so as to underwrite the first three issues. The cost would be about Rs.1,00,000/- for 3 issues at fortnightly intervals. This can be raised by, say INR 10,000/- [Dh1000 or US$ 250 or 150 pounds sterling] each by ten persons. These persons can raise the money from their friends or from club events. I am willing to raise Rs.10,000/- locally and put it from my pocket. Once the three issues are out, there will be no looking back. Advertising support will come from wellwishers of Romi Konkani who have business interests from shoemaking and tailoring to making doce or bebinca, home catering, sausages,etc to publishers of books to tiatr/film and CD/casseteproducers.The rural people will also have a forum to announce local events and even birth announcements,death anniversaries/month's mind services and prayers/angonn intimations. It can also have classified advertisements. We can launch the first issue for the feast of St.Francis Xavier and the second issue before Christmas and follow up with one in the New Year, 2006. Typesetting in Roman script is no problem at all. I am sure Diamond Publications can handle this. It is located in Fontainhas and easily accessible to Tomazinho, Fr.Pratap and others. It handle email and Domnic Fernandes, Lino Dourado, Cipriano Fernandes et al can send in their stories/contributions via email. TSKK can take care of the proof reading. It will also help promote the new orthography and thus standardise Romi Konkani without debate or effort. The best stories can be compiled into books and published without needing any grants-in-aid from any agency. I would suggest that we start off with true colour printing on 90 gsm Map litho with a two-page glossy colour printed center insert. This would reduce advertising pressure on the cover[first and last ] pages while providing opportunity for high quality advertising inside. My five years experience in free-sheeter tabloid suggests that this would be the best option. The tabloid has to be issued free. Minimum 10,000 copies to be printed and distributed through regular news stands, after Sunday services, outside temples on Thursdays or festival days, at Zatra, dindi, kallo. If V.IXTT agrees, the first and second edition [5000 copies each] could be mailed complimentary to half its subscribers each time and thus cover the existing Romi lipi Konkani readers. If desired, a suitable compenstion may be given to V.IXTT in the form of free advertisements for IXTT in the new tabloid/Goencho Avaz. Similar service may be given to GULAB and GOAN REVIEW. The English language PLUS tabloids of Diamond Publications and Panjim Pulse of Salvadore can also work such tie-ups for free cross publicity.We must work together. Goencho Awaz is a registered newspaper. We can get advertisement in it from the Department of Information and Publicity, Government of Goa. I can look after that aspect from the second issue itself. So can Tomazinho, perhaps even for the first issue. Together Everyone Achieves More. That is the TEAM spirit. We are using it successfully in the environment world. We can use it for Konkani. The time to act is NOW while Goa is in the festive spirit and the purse strings are loose. Reply immediately. Let us meet tomorrow at TSKK at anytime between 9 A.M. and 5 P.M.if possible. Now it is the turn of Goan NRIs to do something concrete and meaningful for their mother tongue Konkani. Let them not waste their time in endless discussions. Instead let them do something worthwhile for Konkani. I propose a few areas for their Action Plan. 1. Since Konkani in Roman script was neglected from the time of liberation, now we have to work for giving Konkani in Roman script its rightful place. Therefore, bring pressure on local MLAs, MPs, and government to amend the Official Language Act 1987 to get official and equal status for Roman script on par with Devanagari script. 2. Launch a secular Konkani weekly in Roman script. It should not be a mouthpiece of any particular political party or government. It should fearlessly speak out for Goa and issues related to Goa. Such a weekly will promote critical thinking among local people and value based political, social life style. 3. NRIs could select and publish every year at least 10 Konkani books of a good standard written in Roman script. Let them start their own publishing house of a standard like Penguin, Oxford, Cambridge or Macmillan. 4. Publish children's literature. To promote Konkani among children a children's multi coloured periodical is really necessary and need of the hour. 5. NRIs could establish a few awards (Rs. 50,000/- to 100,000)in the name of their clubs or institutions and give them annually to a deserving person for his/her lifetime achievement to serve Konkani in Roman script. Four such awards are established for those who write Konkani in Kannada script. 6. Organise annual competitions or festivals for adults such as: Tiatr, Khell-Tiatr, Khell, One act play, Kantaram, Mando, Christmas Carols, devotional hymns, motets. 7. Organise annual competitions for adults: short story, novel, article, poem, article, elocution, etc. 8. Organise annual competitions in two categories, namely for high school students and college students: elocution, essay, short story, poetry, folk story narration, Konkani riddles and proverbs, look at a picture and write a caption, etc 9. Select the first three tiatrs which win prizes at Kala Akademi competition, and have Tiatr festivals in important towns of Goa. Through these festivals the young tiatrists will get an exposure to their talents and creativity. 10. Produce good quality audio CDs of Kantaram, songs and jokes. 11. Give scholarships/grants to do research on various topics related to Konkani in Roman script. 12. Establish a full-time Konkani channel for entertainment and news. Such a channel will give a boost to Konkani and talents of younger generation. 13. For whatever reason NRIs cannot attend to item numbers 1 to 12 on their own, then let them financially support or sponsor projects of those institutions which promote Konkani language, literature and culture in Goa.
