Actually, if you don't use closer.cgi but go the "modern" route of mirrors.cgi, you get that for free. mirrors.cgi takes a template and replaces some simple strings in it, it doesn't care about the format of the template at all. See <http://ant.apache.org/bindownload.cgi> and <http://jakarta.apache.org/site/binindex.cgi> for two examples of quite different templates using the same CGI script.
