allow rather than require.

Not sure, but how do the Gump instances deal with multiple <license>
elements?

And would make the NOTICE file end up on the CLASSPATH potentially
leading to very strange warning.  ISTR jikes spitting out warnings if
a file on the CLASSPATH didn't look like a valid ZIP archive.
