The powertrain for a legged vehicle must be placed in the legs. 
That leaves only the power cell in the body. 

Two exposed, roomy seats/crew stations are 20 cf each and two

Either the endurance drops or the weight goes up. A loss of
range or speed would be acceptable, but I really watched the 
ground pressure on this one.

An answer would be to take non-exposed seats and crew stations
and to split their volume between the body and a superstructure
(VXi21). The superstructure gets open-frame armor and the body 
gets regular armor. 

It was my opinion that is procedure would take detail too far 
for a simple little vehicle ...

Under the VE2nd rules, seat belts are free at TL6+ if the 
vehicle designer chooses to include them (VE27). This may
or may not be listed in the Details paragraph of the 
writeup. 

In the shorter Lite writeup format, the Details paragraph 
gets dropped. 

Summary: Seat belts are free if they were included in the 
factory. Whether that happened is the GM's call unless it
was written down ...
