Practically speaking, any relevant skill bonus acts as an improvement in learning speed. Practical problem solving ability is generally covered by specific skills related to the problem being solved (or a relevant Talent).

Alertness: those have their aspect in GURPS as an advantage or as a

"memory" rules aside from those of editic memory, which seems a shame. Would Memory thus be considered a core element of IQ?

No more core than any of the other elements.

Practical experience (Wisdom, common sense, informal education):  Common
sense seems to fill in as the advantage that models this aspect of IQ in
GURPS 3e.

Though that uses an IQ roll.

Sanity (psychological stability): Sheesh - part of IQ???!!!!  How do you
quantify Sanity as part of someone's IQ?!!  Will seems to reflect strength
of purpose/will as an attribute.  Would Sanity come under "WILL" instead
of IQ?

Sanity comes under lack of mental disadvantages. In 4e, it doesn't appear to be a part of IQ at all; in 3e you used will to resist your psychological limitations, so Will was Sanity.

Synthetic thinking ability (intuition): it would appear that GURPS has
separated out this aspect of IQ by means of Intuition as an advantage -
no?

Intuition is an exotic ability. Generally speaking, mundane intuition is covered by a skill roll vs an appropriate skill.

Willpower - this seems to have been separated out from GURPS IQ in 4e as a
separate stat.

So what things in GURPS is IQ supposed to represent that doesn't have an
analog as an advantage in GURPS?

Why should there be anything? IQ is basically a composite for a cluster of related abilities. The arguments about IQ mostly have to do to the degree to which those abilities are actually related, and the appropriate cost for IQ.
