In case of a EU military, i don't see it as entirely unrealistic that all
military careers including officers are more interesting for people from
poorer EU countries. After all it's harder to start ecconomic careers
there.

In case of only specific forces being all-EU, a very EUish way to organize
it would be to make a quota how many members of each national military may
apply for the tests to enter (or how many are taken). That way officers
from all EU countries should have roughly equal chances to get in.

In both cases some countries will still be more equal then others even
when you figure in population differences, when it comes to deciding
which programm gets how much funding. Thats independent of individual
officers career chances though.
