But what if he has Extra Attack x40?

So I guess the real question(s) is, what is the
theoretical maximum ROF for your basic TL8 handgun and
shotgun? 15? 30? 60? Should it make HT rolls past a
certain number? How about Fine weapons? Any real world
examples? Are there any specific weapons with a
dramatic difference?

Smith & Wesson claimed that it was mechanically impossible to fire eight shots from their Model 627 revolver in a second. Jerry Miculek fired 8 rounds into one target in an even second. That is, IMO, about the best you're going to get with any weapon that offers one shot per pull of the trigger. Semiautomatic rifles, handguns, and shotguns, will be slightly less than this as from a mechanical perspective, they're slower to reset due to the slide or bolt reciprocating.

There are always exceptions, and IMO, they should be handled on a case by case basis and backed by real world evidence. For instance, the Beretta M1S90 might break the numbers I mention above. In any case, the shooter who does this will be in the top 1% of the top 1% of people who compete at this level.
