I think you could get a better Gandalf if you were willing to spend more points on Attributes and advantages. Gandalf was a bad ass in every sense of the word. Assuming this is more of a 'Movie Version' of Gandalf keep in mind a few things:
Gandalf can easily fight off half a dozen orcs without breaking a sweat. When Attacked by Aragorn, Gimli and Legolas he was able to parry everything they threw at him. This would suggest a much higher skill then 12 in broadsword. A 12 is barely enough for a poorly trained solider. Personally I wouldn't bat an eye at giving Gandalf an 18 skill level or even higher. He also seems to favor a sword/staff style so maybe some points in a few maneuvers for that. The attributes we could argue back and forth, but I think a 16 IQ at the very least is in order for someone like Gandalf. I wouldn't expect to encounter many other people more intelligent then him in Middle Earth. For languages he knows a lot more the common and elfish. He seemed to speak Mordor if nothing else. I'm betting he spoke Dwarf too. :) Magery 1 seems pretty weak. You would easily save points in spells by increasing it and lowering how many points you spent on the paths.
