to make all spells cast with a wand "crit (ver)" - if you roll a crit

I'd make it even simpler. All spellcasting is at -5 unless you use a wand. It makes it more difficult, but not impossible to cast without a wand. Of course, I've not read any of the Harry Potter books and only caught bit and pieces of the various movies (saw the first one, didn't care for it).

What I'd suggest is use the players as a resource. Have them make up a list of all the rules and restrictions of spellcasting that they can remember. Then have them list all the classes that the characters had attended.
