  This bird is probably a day late, but I wanted to try it out anyway.
I don't think normal hovercraft are suitable for urban areas - either 
there are roads and you need no air cushion or there is rubble and an 
air cushion has problems. According to Vehicles, a GEV skirt is not 
strictly necessary to benefit from the ground effect, even if it is 
more effective. So I went ahead and wrote a skirtless GEV with just 
enough power to truly fly on afterburner ...

  It would be difficult to lift an armored vehicle on vectored thrust 
alone, so this APC uses the ground effect a few feet from the surface 
to cruise along. Afterburners on the turbofans allow the APC to jump 
over obstacles. 
  The APC carries a pilot, a gunner and ten troops. It is armed with a 
25mm autocannon in a remotely operated, overhead turret and two 250-lb. 
hardpoints for gun packs, rockets or missiles. The strong IR signature 
leaves the GEV-APC vulnerable to AA systems, but it could be used in a 
cyberpunk world to intimidate the rabble. 
  The turbofans burn 300 gallons of jet fuel per hour in GEV mode and 
1,200 gallons per hour in VTOL mode. A load of fuel and ammunition is 
$9,000 (excluding hardpoint loads). 

Subassemblies: Body +4, full-rotation Turret +1. 
Powertrain: Four 5,000-lb. vectored turbofans with afterburners; 
  12,000-kWs advanced batteries.
Fuel: 1,200 gallons jet fuel (fire 10).

  The vehicle uses the design rules from GURPS Vehicles [2nd edition, 
3rd printing, Dec 2004 errata], VXi, VXii (including the armor volume 
rule) and the text format from Vehicles Lite.
